What reasons could her father have for keeping her around as a legalized child rather than just abandoning her and her mother to the slums?

The word Refrain means to stop someone from doing something do you see a meaning for this used here. Drugs in media are sometimes named intentionally and a drug that helps Japanese people relive their past could be refraining them from moving towards their future Wether intended or not. It was his choice to be a slave to Britainnia. That's the price to pay for deciding to work in the settlement." What do you make of this statement cause in real life people may go through discrimination based on where they are located if they are a minority that's looked down upon in that area by the majority who may feel they are the superior race. These people who are discriminated against might not have a choice to move anywhere else because of the cost they can't bear or if there isn't a good business opportunity elsewhere. Do you think people may be willing to tolerate being bullied or discriminated against so they can live somewhat of a decent life with a better standard of living?
