I just can't see Picard letting things get so out of hand and letting it go on for as long as they did. It is a good example though of how suspicion and paranoia can be contagious. And what does it say about the "wonderful" Federation and Starfleet to discriminate against someone because of a part of their ancestry for which they had no control over? Way out of character.
