They do it on purpose so that they can give warning shots and not injure civilians but also it shows who they are arresting that they are serious and their next shot will be a live round so don't fuck around.

HE CAN'T BE TRUSTED. They literally did a warning shot inside an apartment? COME ON, WRITERS, WHY DID YOU PUT THAT IN THERE? Warning shots are not safe, not even outside. What if you shoot at a bird (or a neighbor if you're doing that inside a building below someone)? It's as mind-boggling as the camera shots of people holding the trigger on the gun. AND SERIES/FILMS STILL DO IT DESPITE HOW WRONG IT IS. "Want to get something to eat?" EVERYONE KNOWS HE GONNA POISON THAT FOOD BECAUSE HE DOES NOT TRUST TAEJU. Whenever Choi called the one detective a druggie, I was like "yeah, he probably right" because in his scene with Hyejin/Jiwoo, he was sniffing like he had been snorting coke/doing blow. Lol. Oop. Not gonna cry over the detective getting killed, he asked for it by trying to blackmail Choi by using Choi's friend's daughter.
