And you are right that the number of tails represents the overall power of the Bijuu, or their amount/strength of chakra, though how much stronger each beast is than the last one is a different story. Even so, it doesn't mean someone who has say the Yonbi inside them is stronger than Gaara, because it also depends on that person's own ability and how they use the Yonbi's power.

2020-03-19 18:35:45 +0000 UTCOh, and just because there's 9 Bijuu doesn't necessarily mean there's 9 Jinchuuriki. For one thing, Deidara said that 2 of them had already been captured. Also, a Jinchuuriki is just a person who has a Bijuu sealed inside them. but a Bijuu doesn't HAVE to be sealed inside someone. If that makes sense.
