Also just because there in Support or General Studies doesn’t mean they don’t have powerful Quirks. Some people just don’t want to be hero’s. And those that do didn’t make the cut to be in the two Hero classes (1-A & 1-B). Hatsume’s Quirk zoom is super useful. And Shinso’s mind control is OP when someone doesn’t know how it works.

And Shinso (guy with purple hair and mind powers) who wanted to be in the Hero Course but ended up in General Studies because his Quirk didn’t work on the Robots they fought at the entrance exam. There was also the Business Course kids who were talking about Deku not being placeable due to his self destructive Quirk.
