Neat that you pointed out that it might be Dwight based on who was or wasn't there at the time. You were pretty close to hitting what I think many consider to be the most likely theory for who the Strangler is. Notice who's desk they're sitting at, and who ELSE is apparently NOT there with them watching the chase. Even the car you can see on the TV during the chase many have speculated to be a clue to the Strangler's real identity.
