So less about fish facts, and more about AU facts this time. There is absolutely no law in this story. It is a very much eat or be eaten world. While there is some forms of community or loosely based society, it is only in collections of same species Mer. And even then, if they think that you are or bring any type of threat to said community, they’ll just cast you out and leave you to fend for yourself in the open ocean
That being said, for example in this AU, if Katsuki was ever to just turn around and eat Deku, no one would do anything about it. Since Deku living with Katsuki has him already labeled as a threat to his original pod by the time this bonus chapter is taking place
Regular fish Mer like Deku, live in the coral reefs much closer to the surface. And different species live on different levels in the ocean, progressively getting deeper as they become more dangerous. Below the Coral reefs would be the shark Mer, Arthropoda based Mer below them, then whale and Cephalopod Mers etc
While many different Mer species like to mingle and not stay exactly on their plane of the ocean (which is where a lot of mixed Mer come from), most mixed species babies will be cast out as future possible threats, unless the pod collectively sees benefit to keeping them. Or if their mixed species are both not carnivorous (like Deku)
As I had Deku point out in part 4 of the original Prey comic (in his little mutter monologue) humans have been invading a lot of the ocean and destroying a lot of the coral reefs. This has been forcing a lot of the Mer species to interact more often than they’d like. Thus creating more mixed Mer
