In Self Control, LMD Fitz told Jemma that he had thought of proposing but was afraid of her answer. To which Jemma replied 'I'll tell him when I see him' and, barring an apocolyptic fight with Aida (and a brief tim in the diner) this is the first they've met, so her proposal fulfills that promise! Incidentally, this episode was directed by Clark Gregg.
