The Hunter Association is mostly a "policing" organisation to keep all the hunters in check, and keep an open line of communication with the government (so the hunters don't overthrow it), as such they don't raid many dungeons (only the ones no guild/team buys, to prevent dungeon brakes, and most of them are lower rank, beeing the least profitable ones, we've see this in S1 after his first instance dungeon and later on with the prisones) so Jinwo wouldn't be able to lvl up a lot. The other S ranks raid dungeons fairly often, mostly A rank dungeons and above.
