A point of clarification, since I don't think it was clear enough. Sawney and Bean weren't being kept at the base where Levi et al were staying, but instead in Trost where they were captured. That's why there's the shot of them riding in through the (rear) gate.
Second, Hange (or Hanji) was being called "buntaichō" in Japanese, which is her rank and is translated (iirc) as "Squad Leader" in the official manga translations and the translations Crunchyroll use and "Section Commander" in the official Funimation translations. The translator simply elected to refer to her as "sir" rather than by rank for whatever reason.
You should probably be aware, since I'm sure other people will mention it, that in the manga, Hange's gender is canonically ambiguous. In the anime she is pretty definitively female, though.
