Being "frozen" means those character/suggestions are put aside and are not considered for monthly picks. I made it this way because if a character only has one request after a year it probably means people are not that interested in it anymore and putting it aside gives more chances to characters that are being actively requested each month. However, if someone requets a "frozen" character all the suggestions put aside get back into the pool and that character is considered again for monthly picks.
