I am not 100% sure a true peak value can remain steady with purely analogue limiting. Some sort of digital work must have gone in it.. A magic box (pc) might exist but again a bit of computing power is needed..  Regardless, he did a good job. The songs sound effortless which is a great sign of the master not overdoing it and working with the audio.

If you do not feel the over distortion just apply the balance eq recommendation for the low end. If you do like the distortion idea experiment with a multiband distortion and/or a overall limiter in dry wet mode 

When do I meter and what do I meter?

Short answer: After the limiter with a true peak -1 and short term lufs anywhere from -10 ish to -6 lufs. True peak being the only real thing I take into account and if the limiter distortion that is added is nice or is not working at all.
