The spirits of the moon and ocean were the first water benders, humans just learned from their example. Fire is a living element, something that can grow and move without a bender to direct it. As the episode said, everything is alive and connected. Knowing that much, and how powerful the life of the swamp was so that even Aang could sense it; is it really so hard to think that the air was controlled by the swamp itself?
