A lot of unpack here. First of all, dogs in this universe aren't a subspecies of wolves bred for being smaller and docile, like that existential nightmare of Beastars does, but rather a variant of wolves that can be born from wolf parents in periods of difficulty.
I will explain it in the pages of the comic as well, in my usual very concise fashion, but let's say that when food is scarce, like in periods of famine and war, dogs start to pop up because they're smaller, eat less and eat also vegetables, so they make the wolf species carry on.
When the living conditions get better, dogs start bearing wolves again, and the dog variant gets reabsorbed over the generations.
Odam transformed into a dog because he's a mainland human, that stands to the big, orchish humans of SkyHorn in the same way that dogs stand to wolves. The only difference is that humans of this world are small by default.
I will also add more details about how this intertwines with this world's history, but I don't want to overload you too much. It's still a sexy gay comic!
