Love your reaction and I enjoy rewatching the show with you. When Mike broke into the police car he planted the backup/secondary gun. The gun with no bullets was the one they took from him earlier. Their police issued guns still had their bullets because they were locked into their belt holsters. After Mike shot the first cop, he turn to the other one and that's when the first cop pulled his issued gun and shot Mike in the shoulder.
