Rose is the best character, she's a stalker and clearly a whacko but at the same time a realist and practical about it, she's totally obsessed with Charlie but she's not stupid. She is played by New Zealand actress Melanie Lynskey (and does a great American accent), who starred with Kate Winslet in the Peter Jackson movie Heavenly Creatures (1994) before he made Lord of the Rings.
