One thing I love so much about this episode is how it plays on the rules of the Death Note. Light can't kill the FBI agents, because he doesn't know their names or their faces. He can't have Raye kill them right away either, because he doesn't know all of the agents ("I've heard there were four teams"). But Raye knows who his boss is, so when Raye writes the name of the investigation leader, he thinks of him, and the Death Note works. Now that Raye has the files on every single agent, he can see all their faces as he writes their names, allowing the Death Note to work.
It goes the other way too - Raye doesn't suspect anything, because he thinks that Kira needs to do the killing himself, and needs a face (not a name) to kill.
