I wanted to give everyone an update where I am with this. I'm going crazy trying to finally get this done and while I think and hope I'm getting close to the end I'm not exactly sure how I'm going to be able to make a video out of it at this point.
UPDATE:
The new motherboard did come in yesterday. It didn't solve the problem. But I was advised to increase the voltage on the CPU and that finally changed something with it making it seem more stable.
As of now I've done a lot more testing with settings and it's definitely a faulty CPU. It won't work at stock speeds at stock voltages out of the box. (for those who may not have overclocked before, when you make a processor run faster you usually have to increase the voltage so it has more power to work with. This makes it more stable at the cost of generating more heat.) I have found that the CPU only works at 1.25V with a lot of "Load Line Calibration". Any less voltage and linux crashes on trying to boot. Any more and stress tests crash it which means it's pushed to far.
I'm not even sure it's stable at 1.25V and I shouldn't have to overvolt the chip to just make it work. So I'm going to have to RMA it and get a replacement from Intel. It sucks I'm going to have to wait for that, but at least there is a light at the end of the tunnel now.
