Might as well talk about a magic rule that wasn't explicitly explained in the anime. They did kinda mention this when it came to why flying magic was difficult. One of the limits of magic is that if there's already magic present, you'll have to cast a stronger one to overwrite its effects or the magic would fail. Miyuki uses this principle to establish a zone of control because her phenomena rewriting strength is among the highest in this story. She basically places an AOE limiter on everyone else's ability to cast any spell at all. That's how she stops the parasites.

2023-10-19 22:39:39 +0000 UTCI guess this part of the story didn't quite catch on with you guys, but the entire reason the USNA is interfering with the parasites in Japan is to prevent their infected troops from being captured. They don't want Japan to have a political card to play such as revealing to the world that USNA soldiers are transformed into demons etc.
