The drone pilot's discovery

A news bulletin went out that everyone needed to stay indoors until further notice, some sort of epidemic. They weren't very specific about it, and a lot of people were defying it...and then didn't return. They showed footage of some of them being arrested by figures in hazmat suits, emphasizing how serious the outbreak was and that food, drink and supplies would be delivered to every home. Emergency services were still running, it just wasn't safe to roam around at will.

This got your curiosity going, so you charged up your drone - just a hobby flier with a camera and mic - and decided to explore a little. The camera feed showed that the streets were completely empty, it was eerie how deserted everything was. You flew over to the park near your apartment...still nothing going on, you saw a few birds and a squirrel but no people. But then you heard a strained voice calling for help. You gained altitude and turned, looking for the source of the sound. Finally you saw a speck of orangish-brown in the distance, and flew over to it...it was...a woman, dressed as a cow? Or a cow morphed into humanoid form...or...

The creature stared into your camera, groaning and kneading at its breasts...you flushed red in embarrassment. Even though she knew someone was watching her and apparently didn't care, this felt really voyeuristic. "P-please," the cow woman said. "Please help...change me back...is there a way to change me back? I don't want to be a cow! Please, send help..." There was shouting in the distance that you couldn't quite make out, but it sounded like "another one!" You flew up and spun, and saw a team in hazmat approaching the terrified cow woman...one of them pointed at your drone, and you panicked and took off.

What the hell was going on out there?
