I know this is an older reaction. But I honestly believe the queen knew it was hordy moments after being shot. She was really good at observation haki. It just so happens that in that moment of the signatures being burned she completely let her guard down and didn’t have her observation haki on at that moment. But after she got shot she used it to see who did it. Only thing i have to back this theory is the way she told them not to hate who did it. No matter if it was a human or a fishman

Wow guys! I noticed this only now, but look at the columns around Gyoncorde Plaza (and not only here, they are everythere through the country)! Do they remind you of something? This architectural style is very similar to the style of the country Professor Clover was talking about! The architecture of the columns on Fishman Island and of the peace of Great Kingdom we saw during his conversation with Gorosei (Five Elders) looks a bit similar, so either I extremely overthink, or this is real hint for us o.o

Technically, Fishman who eat devil fruits can still live underwater. They just can’t swim like everyone else who’s a power holder. They would sink but still be able to breathe. So, those Fishman would just end up stuck till someone came to pull them up
