I feel like the mace and flail are forgotten weapons from a time long ago, fondly known as AD&D. Clerics always took a mace as their weapon, unless they were a dwarven cleric, in which case you took a hammer. But the mace has fallen out of favor over the editions, and the characters that wield them are far and few between.
